Manager, Victim Witness Services (Minneapolis)

The Anoka County Attorney’s Office is seeking a leader to design, develop, implement, and direct the services and employees of the Victim Witness division of the office.

This division is responsible for providing direct crime services including legal, emotional, and financial support services; legal assistance to prosecutors through witness management and trial assistance; community outreach and education through various committees, events and trainings; and grant coordination to support grant activities for under-served populations in Anoka County including the elderly population and individuals with limited-English proficiency.

Position Description

This full-time, exempt, benefit-eligible position is located at the Anoka County Government Center.  Interviews will be held in-person the week of November 11, 2024 for those selected to move forward in the hiring process.

Pay & Benefits

  • Anoka County Salary Schedule, Grade 36: $80,516 – $112,715 annually ($38.71 to $54.19 per hour). Offer to be commensurate with experience.

Work Location

  • This position will work at the Anoka County Government Center in Anoka.
  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m. Schedule may vary based on business needs and supervisory approval.

Job Duties and Responsibilities

  • Manage, mentor, develop and evaluate Victim Witness program staff and interns.
  • Establish and maintain policies, procedures, strategic plan, statistics, and quality assurance measurements.
  • Ensure victims’ rights are met as required by Minnesota statute.
  • Serve as liaison between Victim Witness Program staff and County Attorney.
  • Represent the Anoka County Attorney’s Office to the public, external agencies, and justice partners.
  • Collaborate with organizations to develop and enhance victim services and the administration of justice.
  • Identify and apply for appropriate grants and complete required monitoring and reporting.
  • Represent a victim perspective in office decision making processes to ensure victim rights are considered.
  • Maintain caseload to provide direct service to crime victims.

Minimum Knowledge, Skills, and Abilities Needed

  • Bachelor’s degree or higher in criminal justice, criminology, psychology, human services, social sciences, or highly related field and five years of job-related experience.  In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
  • Must successfully pass criminal history background check including fingerprinting.

Preferred Knowledge, Skills, and Abilities Needed

  • Previous supervisory experience.
  • Previous experience working in a state or county attorney’s office.
  • Skill in effective leadership and team management.
  • Ability to work with people from diverse cultural and social backgrounds.
  • Ability to establish and maintain effective working relationships with the public, County Attorney departments, and justice partners, in a professional manner.

  • Work is performed in a professional legal office environment. 
  • Essential functions of this position are performed at the work site located in the Anoka County Government Center.
