Water Conveyance System Manager
This position is responsible for all matters pertaining to approximately 700 miles of raw water conveyance and treated water transmission pipelines, including the operation and maintenance, administration, and improvement of its facilities. Major responsibilities include providing leadership to staff, development, and implementation of processes to meet regulatory requirements, transmission system water quality improvement initiatives, coordination with internal and external stakeholders, maintaining infrastructure to improve reliability and optimize investments, preparation and management of the associated annual budgets, managing and leading staff to ensure continued success in carrying out NTMWD’s vision and mission. |
Major Responsibilities
Provide leadership to ensure that the mission, strategic goals, and core values are executed.Oversee and participate in the development, implementation, and maintenance of Water Transmission System goals, objectives, policies and procedures and ensures that goals are achieved.Work with entities served to maintain regional cooperation, communicate proactively, address challenges, and develop and implement solutions to deliver superior water transmission services.Responsible for the preparation and management of the Water Transmission System annual budgets.Responsible for identifying system needs, operating, and maintaining the facilities to improve reliability, optimize investments, and achieve regulatory and policy compliance.Communicate effectively with the NTMWD Management, Board of Directors, departments, staff, regulatory agencies, entities served, and other groups and /or committees as needed.Work closely with other departments to ensure successful operation of the water transmission system and to achieve water quality goals.Performs assigned duties in accordance with established NTMWD policies and procedures.Participates in the development of plans and specifications for relevant engineering projects.Coordinate with other District departments to ensure delivery of capital projects related to the conveyance system.Directly supervise staff to include hiring and coaching to support staff development. |
Knowledge, Skills & Abilities
Requires strong background in water distribution/transmission, water quality best practices and ability to develop and implement processes and programs to resource staff to achieve goals.Must possess ability to apply sound administrative, supervisory skills and engineering practices related to water transmission systems.Must be able to work collaboratively with member and customer cities, outside agencies, departments within the NTMWD, and citizens to develop solutions to issues and execute solutions in a manner that builds positive working relationships.Must develop a technical understanding of NTMWD water transmission system operations.Work effectively with the NTMWD Engineering Water Conveyance Program Manager to ensure success with design and construction efforts.Must possess the ability to lead staff by planning, organizing and supervising implementation of various programs.Must possess considerable knowledge of the local, state and federal laws regarding potable water regulations.Mathematical skills to interpret technical data relating to conveyance systems is essential.Extensive mechanical knowledge of water transmission systems including water quality, pipes, pumps, hydraulic calculations and performance, condition assessment, power consumption, and rehabilitation technologies. |
Education and Experience
Bachelor of Science degree in engineering, environmental science, public administration, or related field with ten years of progressive experience.Ten years progressive experience in management of related operations.Established track record for effectively working with city councils or other boards, state and federal agency personnel, citizens, and community groups.Requires a valid Texas Driver’s License. |
Environmental Factors, Activity Levels and Equipment
This position requires moderate physical exertion. General physical mobility is required. May be subject to working conditions that include exposure to weather. May also be subject to conditions that require respirators, venting hoods and protective clothing. Subject to after hour emergencies. Tools or equipment used include vehicles, computer, calculator, safety equipment, and phone. |
