Assistant Planning Program Manager
Section 1 – Position Summary
This position is responsible for quality control review of engineering projects within the Planning Department. Tracks work progress of the various engineering design and construction projects utilizing scheduling software. Acts as a project manager for assigned projects. Maintains project management procedures. Works under general supervision.
Section 2 – Major Responsibilities
- Assist the Planning Program Manager in managing planning activities, developing and maintaining the District’s capital improvement programs (CIP) with focusing on one of the water and wastewater systems.
- Coordinate with Finance Department on identifying funding sources for CIP projects and updating the CIP on a regular basis.
- Improve efficiency and standardization of CIP planning and management procedures and tools.
- Provide quality control on studies and projects related to the program, reports and presentations related to communications with the District’s leadership and outside entities.
- Develop and define project scopes related to the program and oversee completion of engineering services agreements.
- Supervise planning and CIP staff including, but is not limited to, Professional Engineer and Engineering Projects Coordinator.
- Review and approve time sheets.
Section 3 – Knowledge, Skills & Abilities
- Experience with civil engineering design of water, wastewater, solid waste and municipal facilities.
- Experience utilizing engineering design and project management software.
- Proficiency in use of Microsoft Office Suite and management software.
- Proficient in the preparation of written reports of complex data and ideas.
Section 4 – Education and Experience
- Bachelor’s Degree in Civil Engineering or other related field received from an accredited college or university.
- Registered Professional Engineer (P.E.) in the State of Texas.
- Requires a valid Texas Driver’s License.
Section 5 – Environmental Factors, Activity Levels and Equipment
Moderate physical labor and considerable mental attention required with some eyestrain. Generally desirable conditions with some outside visits to work-sites with varying environmental conditions. Considerable time can be spent working with and viewing a computer screen. Considerable time viewing plans, specifications and reading reports and correspondence. Some time will be spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures. Equipment used includes calculators, computers and some field survey equipment.
