DIVERSITY, EQUITY, AND INCLUSION OFFICER description image

Under direction of the City Manager, develops, plans, organizes, manages, and evaluates Citywide internal and external diversity, equity, and inclusion (DEI) programs and activities; promotes efforts to achieve diversity, equity, and inclusion within the City; demonstrates commitment to the City’s core values;  serves as a strategic partner with the City’s Leadership Team on internal and external DEI work; leads and collaborates with the City Manager’s Office and Human Resources in the management of all DEI programs, including policy and practice improvement; provides expert professional assistance to City management staff; performs related work as assigned.CLASS CHARACTERISTICS

This single-position, at-will class focuses on diversity, equity, and inclusion initiatives and programs both internally and within the community. The incumbent, with authority of the City Manager, maintains a close working relationship with City department heads and is responsible for the oversight to support the programs established.PRINCIPAL DUTIES (Illustrative Only)

Duties may include, but are not limited to, the following:

  • Develops, manages, directs and implements the City’s diversity and inclusion program, including strategic planning; works collaboratively with City Departments to effectively apply equity and social justice practices within the City.
  • Provides leadership, guidance, and support to internal and external partners in the delivery of equity policies and programs.
  • Serves as the primary subject matter expert and advises on Citywide matters of diversity, equity and inclusion; establishes metrics and conducts periodic reviews to measure success of diversity and inclusion programs and activities.
  • Analyzes data and composes reports for management that evaluate the effectiveness of diversity, equity, and cross-cultural resource initiatives; uses data to make recommendations on goals and objectives.
  • Coordinates activities with City departments outside agencies and organizations; provides staff assistance to the City Manager and City departments; prepares and presents staff reports and other necessary correspondence.
  • Directs, oversees and participates in the development of the department’s work plans; assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods and procedures. 
  • Participates in budget administration; identifies funding needed for staffing, equipment, materials and supplies; monitors and approves expenditures; recommends mid-year adjustments.
  • Provides training, coaching, and skill-building to all levels of City leaders, managers, and employees; develops, leads and coordinates DEI training, seminars, workshops and employee resources groups.
  • Plans, organizes, assigns, directs, reviews and evaluates the work of assigned staff; selects personnel and provides for their training and professional development; interprets City policies to employees.
  • Supports the Human Resources Department in efforts to attract, hire, and retain a diverse workforce; stays current with Equal Employment Opportunity (EEO) regulations, City policies and procedures, and relevant case law. 
  • Provides community advocacy initiatives and culturally competent community programming; facilitates DEI related programs and events for the community.
  • Creates and promotes diversity-oriented events, minority and protected class inclusion programs and cross-cultural workshops; partners with local colleges and universities to leverage their DEI work, support a welcoming community experience for students.
  • Consults on barriers and opportunities to advance DEI throughout the organization; provides expertise, assessment, and consultation on addressing bias in City services and practices; recommends policies and procedures related to diversity and inclusion.
  • Reviews policies, procedures, and programs to ensure equity in business practices.
  • Represents the City in Regional, State, and Federal DEI efforts with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. 
  • Presents DEI related reports and status on DEI initiatives to the City Council, City Manager, the City Leadership, staff groups, other officials and official boards as required.
  • Be an integral team player, which involves flexibility, cooperation, and communication.
  • Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.
  • Maintains records and prepares reports, correspondence, and other written materials.
  • Performs related duties as required.

MINIMUM QUALIFICATIONS

Knowledge of:

  • Principles, practices, trends, and research related to diversity, equity, and inclusion;
  • Principles and practices of techniques of program implementation, management, evaluation,  including planning, operations, analysis, and budgeting;
  • Applicable Federal, State, and local personnel and EEO laws, rules, and regulations;
  • Principles and practices and techniques of leadership, mentoring, empowering and teamwork;
  • Principles, practices and techniques of management, supervision, training, and employee evaluation;
  • Issues affecting people of diverse racial, ethnic, cultural, and socioeconomic backgrounds; 
  • Practices and techniques related to community outreach and engagement; and
  • Safe work practices.

  • Operating and using modern office equipment and technology, including computers and applicable software.

Education/Experience:

Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be:

Possession of a Bachelor’s degree from an accredited college or university with major course work in sociology, human resources, education, public administration, ethnic studies, organizational behavior, or a closely related field; and four years of professional experience in the area of DEI, community outreach, social justice, including program development, strategic planning and/or consulting.  

A Master’s degree in the above areas is desirable.

  • Mobility – Frequent sitting for long periods of time while operating a keyboard; occasional walking, bending, squatting, climbing stairs, climbing ladders, kneeling, and crawling and twisting;
  • Lifting – Occasional lifting and/or carrying up to 25 pounds or less;
  • Vision – Constant use of overall visual capabilities, reading fine print and PC screens; reading and producing printed material, frequent need for use of color perception; 
  • Dexterity – Frequent typing, occasional holding, grasping, pushing, pulling, and repetitive motion; 
  • Hearing/Talking – Constant hearing and talking of normal speech in person and on the telephone; frequently over noise, and ability to detect specific noises and proper equipment operation;
  • Special Requirements – Must be willing to attend meetings outside of normal working hours; may require frequent weekend, night, or evening work; may require occasional driving;
