Project Engineer (Water/Wastewater)

Section 1 – Position Summary

At NTMWD, the Project Engineer functions in an engineering project delivery role for projects typically ranging from $15M-$50M. Our core business is water and wastewater treatment and conveyance, but project assignments could also include solid waste and other special assignments as needed. The project engineer position is a next level opportunity for the engineering or construction professional with technical expertise and more than 5 years’ experience looking to advance their professional development into managing projects from concept through construction. The Project Engineer works under the direction of an Engineering Program Manager and fills a critical role in our organization as the position that leads the delivery of the majority projects for our organization. The Project Engineer position offers an opportunity for increased responsibility and career development and includes potential promotional opportunities based on professional achievements and tenure. The Project Engineer is distinguished from our Associate Engineer position by the size and complexity of the project assignment, level of autonomy in making engineering decisions, professional accreditation, and experience.

Section 2 – Major Responsibilities

1. Perform role of project manager for design and construction of major water and wastewater projects
2. Reviews design plans and specifications for completeness and accuracy. 
3. Maintains project records including correspondence, reports, design documents, schedule and project cost updates. 
4. Participates in project design review meetings and in construction progress meetings. 
5. Manage construction project delivery with focus on project schedule and cost control. 
6. Coordinates project impacts with Operations and assists with tie-ins and facility shutdowns. 
7. Manages completion of project including start-up, testing, and commissioning and review of final record drawings 
8. Performs and/or manages special projects and studies needed. 
9. Tasked with leading project chartering meetings, developing requests for interviews and possible participation in the selection of professional services contracts.

Section 3 – Knowledge, Skills & Abilities

Proficiency in use of Microsoft Office Suite of products including Word, Excel and Powerpoint. Prior experience or familiarity with scheduling, modeling software, and design software platforms such as Autocad preferred.

Section 4 – Education and Experience

1. Degree in Engineering, or other related field received from an accredited college or university,
2. Possession of a Professional Engineering registration in the State of Texas or the ability to become a registered PE in Texas within 12 months from date of hire or a minimum of 10 years working as a professional in the design or construction management of water and wastewater infrastructure. 
3. Experience in water/wastewater process, treatment, pumping, collection (wastewater), transmission (water) pipeline design and construction; or electrical experience with medium voltage and low voltages systems. 
4. Experience utilizing engineering design and project management software. 
5. Requires a valid Texas Driver’s License.

Section 5 – Environmental Factors, Activity Levels and Equipment

Moderate physical labor and considerable mental attention required with some eyestrain. Generally desirable conditions with some outside visits to work-sites with varying environmental conditions. Considerable time can be spent working with and viewing a computer screen. Considerable time viewing plans, specifications and reading reports and correspondence. Some time will be spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures. Equipment used includes calculators, computers and some field survey equipment.
